They didn't think it necessary for the droids to gain any experience at all. Only the programmed in experience was enough. As example there obi wan was SHOCKED that anakin NEVER memory wiped r2d2 after missions or after him having access to vital data (and the jedi were more "human" than the other side).

If a particular process in a large group of processes was built superior to the others--due to a more ideal construction environment or a useful glitch occurred--it could be plausible that it would be better suited for a more advanced model.
Feb 6, 2017 at 17:00 | comment | added | Thomas | Would they be as efficient as a full blown B2? Probably not (as the only advantage they would bring in is their personality and that is seen as a weakness rather than a boon)
Feb 6, 2017 at 16:54 | comment | added | DCOPTimDowd | 3PO wouldn't have or need knowledge on how to control a foreign body, and the B1 figured it out quickly enough to get the job done, so it could be assumed that they have some sort of adaptability protocol integrated into their system. Now would that work going from a B1 to a B2? Don't see why not.
Feb 6, 2017 at 16:49 | comment | added | Thomas | @SonOfSam the problem with that method is quite seeable in the film. C3PO shot the soldiers without him wnating it (so part of the behaviour seems to be programmed into the body?!) and the B1 droid complained about his strange body. So they cannot use their bodies to the fullest with that method
