So, whatever laws/rights/customs/whatevers that are given to suspects is derived by Bajoran laws and norms, not Federation law. So, while the Federation may normally inform a suspect of whatever rights they have, that might (probably) not occur on DS9 anyway since it's a Bajoran station that is partly administered by Starfleet.
