If PPGs didn'tdon't penetrate metal, why didn't people use armour in Babylon 5?

Phased Plasma Guns (PPGs) are used on ships because they won't penetrate ship hulls. Based on what I've seen, there don'tdoesn't seem to be much use of body armour, (metal or otherwise).

In a setting where PPGs are so common, why is nooneno one wearing protection against them?
