And what does your last sentence even mean? He's talking about Kylo's raw power from back when he first started training him, what does his current (lack of) skill matter?
Dec 27, 2017 at 2:33 comment added rs.29 @Wlerin Nope, that is what you want to mean ;) If Luke really wanted to say that he would go with something like "I saw only one person with this kind of power". And basically this is not true, Kylo Ren is not that powerful. He maybe could be, but currently is not.
Dec 27, 2017 at 1:07 comment added Wlerin Kylo and Rey are clearly set up as opposites (and equals) throughout the movie, and "once before" here means he saw one other person with the same amount of power, not he saw it only one time.
