I had typed up an answer making the case for Odo, and tried to save it to post after activity around the Picard answer died down a bit, but the saved text file was only zero bytes. :( And I don't plan to re-research and re-type it all. Actually, though, Odo's various positions (Cardassian, Bajoran) were just an an example of the real, true answer, which is: the Great Link. If you keep in mind that the Great Link is both many and also singularly one, then that one entity character (which has split itself) has certainly qualified for having the most positions (simultaneously, even!) | |

Commander Shelby, who is temporarily assigned to the Enterprise as part of the investigation into the Borg, is made first officer so that Riker can keep everyone else at their regular positions. So, Data doesn't actually get promoted. I was envisioning Data in command red during Chain of Command. | |

There are two scenarios for them that I can think of. 1) Riker is given a field commission to command the Enterprise temporarily in "Best of Both Worlds", which also affects Data as he's promoted to First Officer. 2) Data is given command of the Sutherland in "Redemption II", for which he is captain, and retains that position until the fleet assignment is completed. | |
