Just nitpicking but the definition of "skull" is the bone around the brain or the skeleton of an animal head. This implies that it had decayed to a skeleton. It's not clear from the quote if we are hearing Harry's interpretation or the "narrator". In the first case, Harry wasn't there so he could be wrong. In the second case it's written in 3rd person omniscient so it could be correct. But you are right that Ron and Hermione do not describe the state of the basilisk.

Your comment isn't at all a summary of the answer from Miss Bella (well done as usual!); on the contrary she's pointing out how it's not even described in the book but also screen effect as one possible reason. Neither of those have anything to do with 'magic'.
