(So, yes, major consistency issues ;-) presumably to increase conflict and tension in the film.) | |

He explicitly tells Boromir in the council that "The Sword shall be reforged. I will come to Minas Tirith." And later to Frodo before departure "And the Sword-that-was-Broken shall be re-forged ere I set out to war." | |
