May 26, 2018 at 19:52 comment added Obsidia @AnthonyGrist Yeah, but if a Hogwarts staff member says they want to send Hedwig to the Dursleys with something like a notification that Harry is staying for Christmas, they might say something like “Your nephew is spending Christmas at Hogwarts, you may send a present with this owl”, and they could be asked that way.

Harry isn't going to ask them for a present (he knows better than that), and nobody else is going to send Hedwig without asking Harry's permission first, so this seems unlikely.
