Anthology dealing with collapse of glacticgalactic civilization?

I'm looking for a short story collection I read in the mid-90's dealing with collapse of galactic civilization. NotIt’s not the Foundation series.

One of the stories had starships that medieval level technology civilizations used to go on raids but they did not know how they worked or even that they traveled through space? Just that the trips sometimes took months.
