The SF element was that the buildings were constructed out of super strong materials, and floors were sealed and isolated to make sure nothing bad could happen. Kind of a "Titanic" situation. Don't remember the title or author, but I think it was probably in Galaxy.

It's a technological exploration of a situation which simply doesn't occur in the real world. So yeah, it's SF.
