The Memory Alpha article about the augment virus has an interesting passage in the 5th paragraph about the issue, essentially leaving it up to viewer choice. | |

Mentioned in the second half of the ENT two-parter is that the Klingon empire was bombarding planets with infected Klingons, in an attempt to stop the virus from spreading further. It hadn't yet affected the entire Empire, so the second bullet point is the one that's correct. | |
