It even says so on the AWOIAF Bastard children of two people of the smallfolk are not given a distinctive surname. Since bastards are non-nobles, they are considered smallfolk. If they are knighted they can choose their own surnames like Deamon Blackfyre did, and then his kids will have that name.

At certain points in European history, non-nobles simply didn't have a last name, so it would be logical that children of bastards did not either.
