The Death Eaters, after all, were a known group with (some) publicly identified members, including V, who left their signature at the crime scene. And the Aurors must have had ways to identify and track disapparating criminals, or they couldn't have done their jobs in the first place. Judging by the books, pretty much everyone at the Ministry who wasn't a Death Eater was Imperiused. This isn't evading the police; this is the police knowing what you did and not having anyone who can arrest you. | |

Note, however, that it's implied to be a regular occurrence for Death Eaters to come massacre someone's entire family, and the Aurors were clearly not able to do much about it. When you can murder who you want and the law can't or won't stop you... that's pretty total control. | |
