The following story [Confession] concerns another of these slan-like individuals mixed up in a little matter of discipline." So it seems clear that they were introduced in "Dossier". I don't know how many subsequent stories they appeared in though - maybe many more! | |

I would like to comment on another aspect of my question, whether the protagonist had special powers. It turns out that the answer is "Yes"; he was working at the station at the request of a "Very High Authority", because he was an "X"-person with special empathic abilities. It seems John Rackham had developed the concept of a race of people with special powers, called the "X"-people. It's a strange coincidence that Rackham introduced his "X"-people in the same year that Stan Lee introduced the way more successful "X-men". | |
