Oct 21, 2020 at 16:23 comment added lucasbachmann @DarrelHoffman Of course there were minimal TOS references - but note Berman era Trek bought scripts and they didn't want scripts coming in constantly name dropping TOS characters or their decedents. (As previously stated ironically that is the primary appeal of Lower Decks.) If Gene Roddenberry or Rick Berman decided to do it that's different. And Spock and Scotty show up later on as well, Spock as a major recurring character, not to mention Kirk played a major role in the first TNG movie. They had plenty of TOS references throughout the series. The later series did as well (e.g. the Tribbles episode of DS9), and ENT did a lot of that sort of thing despite being a prequel. (We now know why the Klingons in the TOS Tribbles episode just looked like Russians for example.)

Note, for example, how "it fits into Canon" does not make any statement about the canonicity of the show, and actually applies to virtually every non-canon novel, fanfiction, you name it, whose authors decided to stick to canon. One might even argue the claim that "it fits" and the statement that "it bends Star Trek rules" are kind of mutually exclusive.

One may note that in episode 2 of TNG there was a non-parody reaction to history. A vague recollection to something once read. Picard barely reacted to the names Kirk and Enterprise. The audience was very frustrated because they had the TOS episode memorized and thus this soft reboot was already annoying the fans.
