Uriel is there to protect free will. He himself says so. But he also says he can usually only act to balance the scales, so that implies reaction. You're right he can't be proactive when free will is in play. But it's not so always. Also, For now, all beings that fell victim to Nemesis - that we know of - weren't human, and for now just humans - or halfbreeds - have free will... | |
