Had Dumbledore not intervened by simply removing the temptation from his access, what would have happened to Harry? Seems very much like how other abused children might escape into drugs.

In practical terms, Harry's entire childhood was with the Dursleys. Petunia and Vernon would've filled the role of his parents, not his wardens. As his de facto parent figures, they definitely neglected and abused him.
