According to the Annals of Aman he invented his runes in VY 1300 (so he was born some indefinite time earlier) whereas Galadriel was born in VY 1362. Now, Of Beren and Lúthien states that during the Quest of the Silmaril he "came into the East of Middle-earth, where for many ages he made lament beside dark waters for Lúthien", so probability is that he's still alive at the time of LotR. That ranks him before Galadriel, but Círdan is still older.
