I just wanted to bolster the larger point made above that 0.1% of the a population would have a hard time reaching the rest of the people--especially if they're not hyper-efficient about it. | |

In real genocides people run away, hide, fight back, etc. The length of time spent attacking individuals would more likely slow them down, although it's not clear by how much. | |
