I watched this movie around 2006, on Foxtel(movie channel) in Australia.

It was set in a desert town where something scary was going on.

I remember one or two characters descending into a manhole or tunnel in the streets of the town. After a while they run into some sort of ghouls or vampire like creatures and they promptly run away.

They escape by climbing up the ladder out of the manhole/tunnel and the creatures do not follow them for some reason. I am unsure if it was because of light sensitivity or an action the characters took.

The only other scene I can remember is them reaching a sort of car stonehenge in the desert and I believe the movie ended shortly after this event.

The movie was in colour and I believe it was a recent release at the time.

It's a bit of a stretch, but might this be a slightly confused remembrance of Omaha?

From the co-founder of Slamdance comes the story of a young man who returns home from a trip abroad to confront not just his peculiar family and friends, but also a pair of Colombian jewel thieves and a roving gang of Iowa kickboxers, culminating in a showdown at Carhenge. A seminal movie in the history of independent film, "Omaha: The Movie" was the film that spearheaded the birth of the Slamdance Film Festival.

As you can see from the description, it does end with a confrontation at Carhenge, although I haven't actually found any fantasy/sci-fi aspects to it and the closest reference I've found to sewers is a chase through a cattle maze. That said, it's the closest match I've found.
