The "squid" was emperor of a planet and had, at one time, been a "super villain". It's all set in space and has many references to gadgetry. Humorous sci-fi book and I can't recall the name.

Per the OP's comment above, this book is Emperor Mollusk Versus the Sinister Brain, by A. Lee Martinez, publish 2012. The book summary at goodreads.com gives an overview of the plot:

Emperor Mollusk.

Intergalactic Menace. Destroyer of Worlds. Conqueror of Other Worlds. Mad Genius. Ex-Warlord of Earth.

Not bad for a guy without a spine.

But what's a villain to do after he's done . . . everything.
