Mentioned for the first time in The Time Warrior TV story (season 11), it would seem that Rutans aren't as popular as their archenemies the Sontarans. In Lance Parkin's novel "Infinity Doctors", the Doctor had a conversation with a Rutan, but I ask how many times (within or apart from the canon) the Time Lord has had face-to-face encounters with the Rutans.

    Within canon? One. The wikipedia entry on Rutan (Doctor Who) says The Rutans only appeared on television in the serial Horror of Fang Rock, in which a single Rutan is encountered, though they are mentioned in some serials featuring Sontarans (The Time Warrior, The Sontaran Experiment, The Two Doctors and "The Poison Sky", as well as The Last Sontaran and Enemy of the Bane episodes of the Doctor Who spin-off The Sarah Jane Adventures). – Elliott Frisch Nov 8 '18 at 1:13

    @ElliottFrisch You seem to count "canon" as just TV. Remember - there is no official canon and there are definitely a fair share of people who consider audios, novels, short stories and comics to be canon as well. – ElibE876 Nov 9 '18 at 13:00
