In the short-lived [but kick @$$ awesome!!!! ] Swat Kats: The Radical Squadron, the titular heroes faced an impressive roster of villains, ranging from mad scientists [Dr. Viper] to undead sorcerers [The Past Master] to even mutants, robots, cyborgs and even aliens. Below is a general cast shot.

One of the major recurring antagonist was the abnormally tall, scientific genius known as Dark Kat. He seemed to be somewhat deformed, or possessed of some type of unnatural ability besides his scientific and criminal genius and extensive personal resources, inclusive of slowed aging. He was also accompanied/served by semi-intelligent, loyal winged minions called "creeplings".

However, unlike most of the other major villains, he was never [to my knowledge] given a back story in-show.

Is there any information on who Dark Kat is, why he seeks to take over Mega-Kat city, where the Creeplings came from and what his abilities are?

It's only a little more information, but the Tremblay brothers, creators of the show, released the "Show Bible" as part of their Kickstarter for a revival and they did include a short section on Dark Kat:

Megakat City, because of its immense size, is home to a number of unique and wonderful villains. Heading the list is DARK KAT. This mysterious creature poses as a judge by day. But at night, he becomes the cowled DARK KAT, a Hannibal Lecter-type madman who frees prisoners only to do his evil bidding. Dark Kat as has a charisma and an aura of evil that even the most treacherous of the others does not have. Dark Kat’s goal is to unite all the criminals in Megakat City and make one grand assault -­ taking the place and making it his own. However, he has not bee n able to unite everyone. His attempt to mediate their disputes is a step in that direction. If he can ever get them all to work together … the power will be his! And this is one reason the others do not cooperate. They know that if Dark Kat takes over, he will rule them all. To divide, in this case, is to remain free.

The main entry on the character doesn't add any more information, unfortunately, but at the least, the Show Bible does confirm that he is a judge during the day.

Googled "Dark Kat" and found an entry in the SWAT Kats' wiki-

Some say he used to be a judge to get criminals on the streets instead of prison... may also have been a tactician or scientist, but one day he found something that warped his mind and body

In the page's trivia entry-

Due to his brilliant mind and the scientific skill he exhibits, he may have been based on Doctor Doom, archnemesis of the Fantastic Four. It has also been speculated that he was based off of the Kingpin, due to his status as a notorious crime lord, his inhuman strength and wielding a similar cane to that of Wilson Fisk.
