Could this have been in the UK? I managed to turn up a Marvel UK anthology comic series called _[Meltdown][meltdown]_, published in 1991–1992. It reprinted several stories including: 

* _Akira_
* _Nightbreed_
* _The Light and Darkness War_
* _The Last American_

Out of the latter two stories, _The Last American_ seems the most likely.
