I think most of us will agree that Joffrey is the most annoying character in GoT. But it's not clear why.

My question is - who was responsible formally for his education? The TV show states that it was his mother, however, the book does not claim that mother was the one who educated Joffrey at most.

The question is - are there any official tutors and mentors for young prince Joffrey? AFAIK from history, usually kings were two busy for raising their own children, so there always were some specially hired teachers. Is there anyone offically a teacher of Joffrey in GoT?
