If a Muggle is to turn into a werewolf, would they be able to learn magic?

I'm pretty sure that werewolves are magical creatures and, by extension, have magic in them. … So, if a Muggle was to get bitten by a werewolf and survive to become a werewolf, would they be able to learn magic or at least have the ability to see other magical creatures such as Dementors? …
