Pure speculation: maybe it simply cannot be converted one to one in a way that makes sense. Think of the information that needs to be transmitted to beam one person. You not only have to transfer the mass, but also a lot of things (for instance the state of subatomic particles) that cannot be expressed in ones and zeroes.
@apollo I understand the number as "the chance of developing cancer is 3% higher than under normal (earth) circumstances". Not as "a little bit of fatal cancer".
If Regulation 191 would really be worded that way, it would be a pretty bad regulation. "Tactical Superiority" is not something that is always clear cut. It depends on the overall strategy and it may change several times during a hostile encounter. In reality, it would lead to endless arguing and power-grabbing, commanders not following orders because they "felt they had tactical superiority", and so on. It would be a disaster.
