Could it be The Riftwar Saga? The first book depicts a boy running from the weather, and meeting a wizard. As the boy is supposed to be taken as an apprentice in the castle he lives, the wizard decide to take him when no one wants to. But Pug (the boy's name) can't seem to use magic as the wizard can; he seems to have difficulties to use spell at will, but can be really powerfull in case of danger. There is no school though.
@TinyDoowy Code Lyoko, in cartoon, went out of France, it was even available on US Netflix 'til 2015. According to Wikipedia, Code Lyoko Evolution was diffused in France, Belgium, Hungary and Serbia. There is a date of diffusion for the fifth episode for the US, but the reference seems to be outdated.
Well, Snape and Slughorn were both really competent potions maker (and competent teacher, when they feel it that way). Lupin was there because finding a DADA teacher is really difficult when they know the post is cursed. Trelawney made a really important prophecy and needs to be protected. We don't really have informations if the MoM tried to intervene before OOP, but I guess that Umbridge was quite an intervention, no?

@TheLethalCarrot concerning Jon true lineage, he often says "You're of my blood", which is true, and he did have an affair with a woman, more supposed to be with Ashara (Wylla's mistress) who commited suicide after the death of their baby. He would however have lied about the identity of his lover to Robert. A movie analyst I am following thinks that the Engineers were made to look like the marble statues from antic Greece and Rome, so we could supposed these statues were made to represent the Engineers and prove they went on Earth before.
From what is told, I can only think of His Dark Materials by Phillip Pullman. The first book is set in an alternative world Oxford, in which people have their soul under the form of animals, called daemons. The daemons of the youngs still change of form until they reach the age of what they know what they're going to be, and the form stays until they die. The story of the first book revolves around the fact of adult wanting to separate children from their daemons to get the dust.
