Since if we knew, we'd ask ourselves "but when did they have time to build all those ships, and paint them and everything?" . Honestly, this is another question which amounts to "Why did GoT develop gross inconsistencies and deus ex-machina situations over the past few seasons?"... and as I've argued elsewhere, I chalk it up to incompetent/negligent writing, not some clever idea(s).
