Kind of an opinion based question dont you think? There is no real answer, we know what the force is. "Magic" is such a broad term and there is no singular definition.
I seem to remember something that may be relevant. I dont remember when or which doctor but at some point he is questioned about how humans/earth can be destroyed if they have seen future earth and there are the empires. All of these great and bountiful empires are in our future and they have been to at least one. His response is that it can all change, I dont recall exactly, but the eventual point was that there could be many or none. Go forward from now and there would be a 4th, but go back change something and there may only be 2 or none. Subject to change at any point but 4 are recorded.
Somehow I think that line may have been more conversational than calculated. Its like when you know you are going to get in trouble for something. At any given time during the series they are usually breaking at least one rule, that was never even a concern for them. I think the sheer gravity of the act weighed more than the number of technical infringements.
There was a mention of a charm in I think the 4th book at the time of the world cup, which would suddenly make a person think of something important they had to do if they got too close. I always took that general idea and applied it to a lot of elements in universe. Its subtle persuasion. The way a lot of magic seems to work is similar, almost like a natural thing. Its not a super secret hidden thing that if noticed would stand out, its more of a natural process that works because it fits with the world and it doesnt try super hard to hide away. Not noticing it is part of its magic
